21st C Schools Programme  DAWNUS ADMINISTRATION Progress—Update 2

Background

On March 14, Powys County Council (PCC) received confirmation that Dawnus Construction has entered administration affecting three 21st Century Schools Projects.  Formal notification has now been received that Grant Thornton have been appointed as the official administrator.

 Project Update

Key Priorities:

  • Ysgol Bro Hyddgen plans were submitted to Powys CC planning authority in late December. PCC will work on the outstanding planning queries to ensure that that the scheme is presented to the planning committee as a matter of priority;
  • Preparing the tender package to re-tender Stage 2 (construction works); and
  • Following the appointment of a new contractor, submit the Final Business Case with revised costs to Welsh Government3.1 Dawnus were awarded the Stage 1 (design) contract in May 2018. At the time of Dawnus’ administration, the final contract (Stage 2) had not been signed by Powys County Council. Following legal and commercial advice, it is confirmed that the Ysgol Bro Hyddgen development will be re-tendered via the SEWCSAP 2 Framework. However, there are significant contractual and financial issues still to be understood including confirmation of intellectual property rights of the designs. Meetings will be held with the design teams and discussions will continue over the coming week. 3.2 Timescales for completion of the scheme are still unclear, however this will be clarified once a new contractor has been appointed. Powys County Council will continue to update the schools, local members and key stakeholders on a continuous basis, and as and when each project progress.
